Scientists said that we need at least 45 to 50 percent decrease by 2030 to avoid the most catastrophic. The main goals of the Paris Agreement will require completely eliminating carbon dioxide emissions from coal-burning power plants. The U.S. has promised to cut greenhouse emissions in half by 2030, which is compared to 2005 levels.
